Former U.S. President Donald Trump signed an executive order in January 2025 targeting foreign students involved in pro-Palestinian protests. The order allows federal agencies to revoke visas of non-citizen students participating in demonstrations seen as anti-Israel.

The administration cites U.S. immigration laws that permit deportation of individuals who “endorse or espouse” terrorist organizations, with Hamas designated as such by the U.S. since 1997. The move is part of a broader strategy to address campus activities linked to groups perceived as supporting terrorism.

Supporters argue the order strengthens national security, while critics warn it could suppress free speech and disproportionately target pro-Palestinian voices.
