An emaciated woman was found alive around 11:10 a.m. on May 17, 2025, in a vacant lot near Keng Road and Win Win Boulevard in Phnom Penh. She was extremely weak and frail, and her condition raised serious concern.
A motorist reportedly saw her lying beside the road as early as 5:30 a.m. but did not stop or report the incident. Authorities were only notified several hours later. “The woman appeared extremely weak and frail when discovered,” the report said.
Police responded quickly after receiving the alert and began investigating her identity, health status, and how she came to be in such a state. It remains unclear whether she was abandoned, injured, or dealing with another issue.
No personal details have been released so far, as the investigation is ongoing.
The delay in reporting highlights issues of public response in emergencies. “The delay… could have resulted in a far worse outcome,” officials noted.
