Cigarette prices in France have risen sharply in recent years, mainly because of government efforts to protect public health. These increases are designed to reduce smoking and push people toward healthier choices, while also raising awareness about the risks of tobacco use. As a result, smoking has become increasingly expensive for consumers.

The price of cigarettes is not random. It begins with manufacturers or importers, who calculate a proposed price by factoring in production, transport, distribution, and profit margins. However, this price cannot be set freely—it must be approved by authorities. Once validated, it is applied across the entire country, meaning the same pack costs the same everywhere, with no discounts allowed.

Taxes make up the biggest part of the final price. While manufacturers receive only a small share and retailers earn a regulated commission, most of the cost comes from government taxes. These include excise duties and VAT, which together account for the majority of what consumers pay. This system ensures stable funding for public health efforts while keeping prices consistently high.

By early 2026, a standard pack of 20 cigarettes typically costs between €12.50 and €13, depending on the brand. These long-term policies aim to discourage smoking while supporting health programs, making cigarettes both a regulated product and a tool for public policy.
